

The game interprets the code directly, and gives Shepard blond hair because what code was a redhead color in Mass Effect 1 and 2, is blond in ME3. If you slide the hair color slider to different directions, one can see that for some reason the codes don't follow up each other rationally (normally 1,2,3.9,A,B,C.).
